Technology ensures a bright future for Guiyang residents

The overall technical progress index for Guiyang city was recorded at 98.5 percent in 2019, up by two percentage points from 2018. The city is ranked 25th in terms of innovation capacity out of 78 national innovation-oriented cities.

In recent years, the Municipal Science and Technology Bureau has enhanced support for tech capacity development in high-end manufacturing for healthcare and the pharmaceutical industry, environmental protection, science education and food security, which has generated significant social and economic growth in the city.

In 2019, the bureau provided 46 tech programs with municipal grants of RMB 24.92 million and other research funding of RMB 156.68 million. These projects have been designed to drive long-term economic and social development in the region.

Tech innovation capacity in health industries

Guizhou Taibang Biological Products Company Limited, a company specialized in making human immunoglobulin for intravenous injection, resumed business activities soon after China's Lunar New Year for pandemic control reasons. The Bureau has helped the company make an application to become a Tech COVID-19 Treatment Prevention Research & Application Project, which grants funding for product upgrading and production support to ensure supply for pandemic control efforts.

Since 2019, the Bureau has prioritized support for innovative pharmaceutical companies under its livelihood programs. This support includes facilitating existing generic drugs in national quality-efficacy consistency evaluation and launching crucial projects, including the Key Technology Research and Industrialization Project for Consistency Evaluation of Tirofiban Hydrochloride Injection by Guizhou Jingfeng Injections Co and the Quality Standards Improvement Project for Miao Drug to Enter China Pharmacopeia by Guizhou Wan Shun Tang Pharmaceutical Co.  

The Bureau also enhanced the R&D capabilities of medical equipment manufacturers and new drug development programs by local bio-medicine producers. 

Tech empowers environment protection

In implementing the River Chief System, Guiyang has initiated the Pudu River Environment Quality Improvement and Water Ecosystem Regulation Research and Application Project to advance river management goals through the use of technology.

This project offers real-time monitoring of the Pudu River to enable insights on daily management, relic protection and drifting debris collection. This data is valuable for planning further action and implementation of the "River Chief System."  

In recent years, the Bureau has worked on the harmless treatment and use of industrial solid wastes for environmental protection purposes. For example, the city has allocated RMB 1.5 million in research funding to develop new technologies to utilize red mud and phosphogypsum.

Furthermore, to encourage the phosphorus chemical industry's sustainable development, a special project on exhaust treatment devices for phosphate compound fertilizer plants was launched. The city also invested RMB 2.9 million in air and water protection programs.

Tech upgrades medical services and food regulation

The "AI-empowered Contagious Disease Alerting System Design and Application" by the Second People's Hospital of Guiyang was awarded the third-place award at the provincial level by the "2020 Digital China Innovation Contest – Fourth Intelligent Medical Innovation Contest." The hospital will represent the province in the national final.

For years, Guiyang has supported hospitals in medical service enhancement programs. According to the "2019 Annual Plan for Health Tech Cooperation between Guiyang Science and Technology Bureau and Relevant Hospitals," the city launched a total of 262 projects in 16 provincial-, municipal- and district-level hospitals. These projects involved city-level grants of RMB 6.7188 million and other investments of RMB 19.8886 million and promoted the application of research outcomes and critical technical breakthroughs.

Local tech authorities have also enhanced food and drug regulation with a new food test platform.
