Guiyang, Guian release five-year tech innovation plan

Guiyang city and Guian New Area – located in Southwest China's Guizhou province – on Nov 23 officially released their technology innovation plan for the 14th Five-Year Plan (2021-25) period.

The plan has set out 16 goals for business entities, quality, services and achievements in technological innovation. Projections are that by 2025, Guiyang and Guian will have 50 middle and high-tech enterprises among every 10,000 business entities, and will have built 10 national key laboratories and national and provincial R&D platforms.

Among every 10,000 employees, the number of R&D personnel will reach 200 persons per year, while 30 percent of the industrial enterprises above a designated size – those with annual revenue of 20 million yuan ($3.1 million) or more – will have R&D capability by 2025.

Under the plan, Guiyang's national ranking as an innovation city will improve by three places during the period, and basic research funds will account for 20 percent of the R&D funds for the entire city. Meanwhile, there will be a ratio of 18 invention patents per 10,000 people and the city will have led or participated in the setting up of 140 international, national and industry standards.

By 2025, Guiyang and Guian will have 50 science and technology business incubators and makerspaces above the provincial level, as well as 30 technology transfer service institutions.

The turnover of Guiyang and Guian's technology contracts will account for 2.2 percent of the regional GDP, they will have cultivated 15 unicorn enterprises, and the annual output value of high-tech industries will account for 55 percent of total industrial output value.
