The Reform Measures for Promoting the Transformation and Innovation of Scientific and Technological Achievements in Guizhou Province, issued in February, stimulate the vitality of innovation entities, optimizing the province's transformation and improving the innovation service level.
The measures consist of four parts and 20 specific measures, aiming to optimize the province's policy system for transforming scientific and technological achievements, with a focus on enhancing output and transformation activity.
The measures propose to support scientific research institutions in granting partial or full ownership of their sci-tech achievements to the creators, who can independently transform them after obtaining full ownership. It suggests fully empowering scientific research institutions with autonomy, allowing them to decide on the transfer, authorization, licensing, or investment of their achievements without the need for approval or filing.
Guided by the improvement of incentive mechanisms for the transformation of achievements, a system framework of "performance-oriented, reasonable allocation, and effective incentives" will be constructed to stimulate scientific researchers' innovation.
The measures propose introducing high-quality scientific and technological achievements from universities, colleges, enterprises, and other institutions outside the province to Guizhou for transformation. Innovation and entrepreneurship teams from outside the province are encouraged to bring achievements with independent intellectual property rights to Guizhou to establish enterprises. Policy support will be provided in talent plans and technology projects.
The measures also propose four specific actions, which can provide up to 10 million yuan ($1.39 million) in support for newly built pilot bases. Technical managers will be added to professional technical positions in natural science research, and bonuses will be rewarded to technology transfer institutions and talents based on their service achievements.
