On May 29, the 17th meeting of the Standing Committee of the 14th People's Congress of Guizhou Province passed the "Regulations on Scientific and Technological Progress in Guizhou Province", which will take effect on July 1.
The regulations stipulate the establishment of a coordination mechanism for provincial scientific and technological progress and the development of the innovation system's construction and reform. Governments at or above the county level are required to incorporate technological progress into their economic and social development plans, and launch a reward system to stimulate innovation vitality.
Focusing on the transformation of achievements and innovation incentives, the regulations recommend establishing a stable support mechanism for basic research, with a focus on Guizhou province's characteristic industries and ecological environmental protection, as well as strengthening key technology research and development.
They promote the separate management of job-related scientific and technological achievements assets, explore granting ownership or long-term use rights to scientific researchers, allow co-investment and shareholding, and encourage the "use before pay" model to assist small and medium-sized enterprises.
The regulations promote unity among enterprises, universities, and research institutions, establish a research and development reserve system, and encourage enterprises to build high-level innovation platforms. They also advise using equity, stock options, and other incentives to motivate researchers and to allow them to hold part-time positions.
The regulations also suggest strengthening scientific and technological innovation matchmaking with the Guangdong–Hong Kong–Macao Greater Bay Area and the Chengdu-Chongqing region, encouraging research institutions to establish branches and expand the opening-up of science and technology plans.
