The Guizhou Provincial People's Government held a news conference on April 22, during which it announced plans to attract high-level scientific and technological innovation talent through targeted recruitment, flexible hiring, and ecosystem optimization to foster new productive capacities and support industrial development.

In 2026, the first year of the 15th Five-Year Plan period (2026-30), Guizhou plans to focus on the needs of the six major industrial clusters and three distinctive industries, prioritizing innovation-driven entities, addressing critical industry needs, and achieving breakthroughs in building talent teams for provincial-level and national laboratories. During the 14th Five-Year Plan period (2021-25), the province attracted 334 high-level scientific and technological innovation talents through relevant programs.

Guizhou has implemented policies that do not rigidly require leading experts to work in the province for a fixed duration. Instead, the focus is on assessing the team's service duration and actual contributions. These policies have already gained recognition from employers.

The province also plans to enhance its talent ecosystem by increasing policy awareness, using online platforms such as WeChat to broaden service coverage, and providing on-site policy briefings and guidance to improve service precision offline. These efforts aim to foster a social environment that values and supports talent.
